Fucking pastels colour pack, awesome.

No idea why Capcom is dicking around like that. It's all on disc, it's all free, just fucking release all the colours. Better yet, why no include them in the original game, SINCE IT'S ALREADY THERE.

To be fair, the red and blue on xiaoyu looks darker and more vibrant than the little selection square.

It's probably not all free. Just the first pack. That's why it's locked. No other reason.
