Half of these ladies are dressed like Nina Williams' main outfits. And I wouldn't say she isn't sexy.

If it is a design decision, then it's a good one. As for the "but the men are half naked and running around shirtless" complaints I have seen, people are ignorant of what that's about. Shirtless man is a stand in for power. Scantily clad female is a stand in for sex.
