So I'm thinking about setting up a custom federation.

I'll sign Brock Lesnar right off, on the basis that he drunk Triple H's water and was fired

Other than that I'll use FLI's ratings (money ect). I'll sign as many people as I can to open contracts... So we'll see how that goes.
