Kudos to you for trying to run three brands. I always had a hard time trying to run Raw, NXT, and SmackDown concurrently. In part because I also wanted to run a Superstars-esque B show since there was such a bloated roster and I'd have no way to feature the low card talent and build their overness on the main shows.
A little EWR hack I exploited in the later versions which allow anyone to be converted to managers - I'd move the upper midcard/main event guys to managers because that way they don't get pissed if they are only appearing on 1 of your promotions' 4 shows.
Modern day AEW might be totally EWR-friendly though. You have the main show Dynamite, and secondary show Dark. They routinely run 10+ match cards on Dark so you can just book wall to wall matches and use everyone that didn't work Dynamite that week. Might have to play around with it.
