Reason why Shida gets pushed the most is because she's been AEW's most reliable in-ring wrestler almost since the start. Same for the other Joshis since the bulk of AEW's Women's division is either too green in general or just need more experience working in a tv format and/or large crowds.

That's pretty much AEW's biggest issue since they just need a lot of time to gel and cement the division but problem is they haven't done a good job handling the process and the pandemic causing issues on top of that.

For comparisons, took NXT a long time as well to build up their women's division to where it really started to feel very special and provide the spark needed for WWE's Women's Revolution. Main difference was NXT was a lot more focused when it came to building their women's division and why ts progress felt a lot less rough.
