Well, they can sort of do that. John Cena can grab the WWE Title and Randy Orton the World Title. Triple H is adamant that there must be one Champion of Champions though -- thus we get Cena vs. Orton at the Rumble to combine the titles, with the winner of the Rumble being their confirmed WrestleMania opponent. Cena wins the World Title back from Orton and becomes Undisputed and Unified WWE World Champion of Champions of the Universe and Daniel Bryan wins the Royal Rumble.
