My rule with legends is they should always be used to elevate the current talent in one form or another. If they're gonna win a match it should be a tag match putting over their partner (Sting/Darby) OR a legend could feasibly win via interference continuing a feud between two active competitors.

But there should never be a case where a legend comes in and gets over at the expense of everyone else, brother.
Should he be available, though, how much of a shake up would it be as a member of the roster? Short of signing John Cena it'd be hard pressed to find someone who would be viewed as the biggest outsider heel from the big, bad WWE. A team up with Jericho to recreate their old partnership to help put over another team would be at the top of my list but that's just me. I legit don't remember ever using Paul Wight in my promotion when I started out way back when so I'm not exactly the greatest consultant in this regard...or any other regard for that matter.
