That first sentence simply brings him into regulations with WWE's rules while he's in the company. Its the wording afterwards that leaves wiggle room for broad interpretations.
Like this part gives room for WWE to expand their disciplinary powers to cover those comments since they can claim ignorance even if they knew beforehand and his past actions are causing current PR problems for the company.
