I wasn't wanted, so they weren't looking for me, so I decided to sneak up on them and see if they were a higher or lower rank one and if they were worth bothering with. Got up on the guy and holy shit it was the level 99 guy at the top of the totem pole just off on a walk in the woods lol. I tried to do a full power sneak attack on him and barely dented him lmao. He was not impressed.

I did end up abusing the whole sneak attack and run away method for like 20 minutes though until I ended up beating him....only got moved up one rank still :/
