According Jeff Grubb on yesterday's Game Mess Mornings show, this was pretty much inevitable once the latest batch of dropouts happened.

Grubb stated that his sources told him that the organizers for this year's now cancelled event waited way too long to put things into motion for the plans for this year's E3 which also meant they delayed contacting other companies for their commitments. This is what led to the string of dropouts and non-committals in the end.

One company had even told the organizers that they should have started doing this several months before than what was done since now it meant they no longer had the prep time needed to do an E3 showcase and already had set their work and events schedules for the year in place.
