That to me says they don't have confidence they will make their investment back, that there is not as much demand as they sold Shad on, and are just trying to recoup whatever they can.

Because none of that matters? It's entirely possible they wanted to get it onto gamepass from the start. But no developer ever publically announces "By the way everyone, we'd really like for this to be on gamepass".

You never talk about things during development that aren't 100% set in stone. If you don't believe me, ask Sean Murray how that worked out for him.
