100%. Every EWR and TEW game I've ever started, first order of business is always to look at the roster, decide if any of the champs should keep their belts and otherwise map out the route to get the belts on the people I want as quickly as possible.

Didn't always change the belts. Sometimes I'd happen to start a game with the fed right at the time where the guy I felt should be World champ already had it. But even then I'd thinking about who would be taking the belt off them months down the line.
