Maybe I am completely misremembering, but exactly when did Virgil work for WWE when chairshots to the head were prevalent? Until the attitude era, WWE did not often use chairs, and certainly not unprotected head shots.

WWE banned chairshots to the head in around 2010, and the last one does was during Mania 27 with HHH/Undertaker, and they were fined for doing so.

Virgil was not working in WWE during the timeframe where WWE did utilize unprotected chair shots.

The situation Virgil is in sucks, but this is exactly why wrestlers who should receive help do not, because of the ones who wrongfully try to lay the blame on WWE ruin it.
