NXT was never a true developmental promotion until now. I think it's even a stretch to say it was used to get guys used to the wwe style, because the style in nxt was still different from the main roster.
So you're not wrong, but you know what? Fuck it. I like good wrestling, and pre tv deal nxt was some of the best modern wrestling out there. You know what I don't like? Watching green wrestlers learn how to work. An occasional match or two? Sure. But Bron Breaker aside, everyone else on that show is hard to watch. And not in the fun power plant way.
