Naomi has existed in DC for almost 3 years now and they've yet to clarify what her powers actually are...classic Bendis. I remember before the first issue where he gave this interview saying he hoped one day people would look at the scope of what he is doing with Naomi the same way they do Kirby and the New Gods.

Having read Naomi I can't tell you WTF he was talking about.
