That's actually happened quite a few times in recent years based on the sheets.

Like the 24/7 title existence was only due to Vince picking the least worst idea from a list USA Network pitched to improve RAW.

Then there was a plan for the Fiend vs. Orton feud at the Royal Rumble I think that got dropped because Creative kept pitching bad ideas and Vince couldn't find a way to make any of them work.
