Even if the offer wasn't exclusive, WWE could have at least picked someone that was a lot more interesting to be a hired gun for Lashley than Corbin.

Could have also waited till the RAW after Mania to break up the Hurt Business since the big stip of them being barred at ringside for the WWE title match at Mania is now moot.
