WWE's biggest blunders were not restocking the division with notable talent every so often and completely detaching it from RAW. The former just led to quality talent drains after every Draft/Shakeup while the latter caused it to lose a lot of viewers and making it easier for WWE to neglect the brand over time.
That's a symptom of the beast though. It was always going to be that way. And 205 Live was never going to draw on its own. Or as part of Raw. It was just a doomed idea, in my opinion. The CWC worked for a hardcore audience where every match had some form of stakes involved. You can't carry that to weekly television.

You have TJ Perkins win. Cool, whatever. Dude's turned out to be a total toss-pot, but you have him win and get an IC Title match. He wins and you've got a mid-card guy. Cedric Alexander stood out, so let him go to NXT and be over in front of that audience. Could have been a North American Champion or formed a tag team with someone. You have him look for redemption in the second CWC.

Brian Kendrick could be signed to either SmackDown under the advise of Daniel Bryan (kayfabe GM) or worked the occasional NXT spot. You can still bring in The Singh Brothers to be the heaters for Jinder Mahal (which you shouldn't have done anyway). But you know what I mean? These guys would all mean the same or even more if they weren't trapped on 205 Live.

If you built the CWC as something that launches someone into the mid-card, at least, it's something in your tool-box for at least the next few years. You can have Cedric Alexander win the second one. 2018 could have been Ricochet. Last year could have been Angel Garza. All these guys could have gotten a shot at either the IC or US Title and won. It's something that hardcore audience would be anticipating every year, and it would be alternative programming for the WWE Network that they can run that people might actually watch.
