Observer recently confirmed some of the terms WWE makes for their partnerships with other companies. They pretty much de facto own EVOLVE, PROGRESS, and a couple other promotions.
Their new deal with Germany's wXw promotion likely included the same terms that pretty much hands over the company and their library to the WWE.
