I think he's found his niche in WWE as a tag performer, he's absolutely the best babyface hot tag house-on-fire in the business and when he's a heel, the current style of tag team wrestling helps him get away with being a bit more exciting in the ring. It's really the perfect spot for him.
He did have a really great chance to go to the next level as a star after crowds picked him to be their next Bryan but Vince and WWE squashed any chances of that ever happening.

Happened after Mania 30 when Bryan got hut but instead of WWE capitalizing on the reactions to build a new big star, they became very petty and killed off all the momentum Ceasro built up.
