I would even consider offering old school style contracts with a small guarantee but with the percentage of the house being the main source of income for the workers. Pretty much because of cost related reasons. They already do limited touring with NXT's main roster and those preparing to be TV ready but costs would skyrocket if they went full time with touring.
House shows are already the main source of income for the majority of WWE's main roster. Only exception is the Cruiser division since WWE doesn't really use them for house shows.
