It looks like after Bray misses, he goes to turn around to face Ziggler, but I can only assume that he forgot that Ziggler will be going for a rollup, but by the time he realises that he should be facing the other way, it's too late and Ziggler is already going for the rollup, and Bray's position causes Ziggler to land on Bray's ankle, causing it to twist.

100% Bray's fault. You are correct in your observation. You can tell he was out of place due to how he moved, looked for Ziggler, and spun the other way. Ziggler did everything correct, even grabbed the left leg (everything is done "to the left" unless you are Luchador trained usually).
