Even if they aren't used to their full potential, it's an Indy Worker's renaissance in the WWE. The Kennedy's of the world just don't have a place anymore. It's kind of like how when the Benoits, Jerichos and Guerreros of the world came in and we say guys like D'Lo and Val Venis become afterthoughts when before they were fairly prominent parts of the show.
After the success of guys like Punk and Bryan showing that at the VERY LEAST your upper mid card can consist of well travelled highly experienced talent, when the upper brass compares the likes of Cesaro and Owens to a sloppy mess like Kennedy, he doesn't really stand much of a chance.
