Apparently Vince was borderline obsessed with the idea of making Finlay the World Heavyweight Champion on the SmackDown brand, winning the title from King Booker at SummerSlam 2006. And there were solid plans in place for The Undertaker to beat Batista for the World Heavyweight Title at WrestleMania 23, only for Mr. Kennedy to cash in his Money in the Bank briefcase he'd win (presumably earlier that night), and become the World Heavyweight Champion, which he'd end up dropping to Bobby Lashley to kick off the Era of Lashley on SmackDown.
I can honestly say that I would have been in favor of a World Heavyweight Title run for Finlay. He would have made it work. Especially if we got a defense against Regal.
