I've been a huge proponent of reviving the territories as a developmental system and such. The actual tours feature your top champ, tag champs, whoever they're feuding with, and a special attraction feud, but use the locals to fill the rest of Raw and Smackdown.
As for the territories themselves, I say 7 is a good number. Why? Each night on WWE Network, you have a show featuring each territory. They get their own titles and develop their own stars. Every so often, the local stars move, the feuds change, etc. Want to be on the tour? Step up your game.
Best of all, the Casuals won't get burned out from the 834th Orton vs Sheamus match of the year. Especially if Sheamus is the top dog of NXT NW and Orton rules NXT Midwest.
