No way the WWE does it, as I doubt they would really want to give New Japan World any publicity, but there could be a case made for it. The WWE wants the Network to launch strong in Japan, and having an Intercontinental Champion vs. Intercontinental Champion match would be a great way to get more good will in Japan, where they could sign up quite a few more subscribers, if they find a way to make their product really appeal to that market. I'm not sure if having one Japanese guy in development and putting one Japanese guy into the Hall of Fame achieves that goal.
Plus, Shinsuke Nakamura is really awesome and could actually get over stateside.
