It made me really think about how unique that is compared to us here in the states. I don't really know how the story could come up, I would like for there to be a reason instead of Rhonda or Steph just outright saying "I want your hair on the line".

I haven't seen anyone else suggest it, but it basically came from me thinking about stipulations that would make Steph vs. Ronda even larger. I mean, I can't imagine Steph particularly wanting to step into the ring with Ronda, hence why it starts as Triple H vs. Rock. But if Rock wins, Ronda gets Steph. But because so much pride is on the line, it's not enough for these two to beat each other up. Ronda wants to leave her mark on Steph forever; and Steph vice versa. Hair vs. Hair came up due to the stipulation between Vince and Donald Trump from WrestleMania 23, as well as thinking back to Molly vs. Victoria from WrestleMania XX.
How exactly does it come up? The hair sponsorship angle would be good enough. Maybe Steph can make a particularly nasty comment to a Diva or a random employee about their hair earlier in the show, so it is fresh in the audience's mind? Or you could have Stephanie introduce it as a way to show how confident she is, and because she wants to send Ronda back to the UFC with her tail between her legs.
