She already has a hard time remaining heel because all the males in the crowd want to fuck her silly, and with Rusev already established to speak English/dropped the total refusal to speak in English from his gimmick AND being made to be upset about granting Cena a title match, he can start being a dick towards her because of it. After losses (he can't stay unbeaten forever) he blames and berates her. Swagger steps in like a "real American, All-American, American ...gentleman" and comes in for the rescue. Classic and simple.

Look, they already went the 80's US vs. USSR route, might as well make it a total 80's movie cliché. And it would be an excuse to actually have Swaggs in a leather bomber jacket and aviators.
