Agreed. I wanted to see Fandango become an Intercontinental Title-obsessed character at this point in time. Have him cut promos about how his parents were dancers at the after-show where Pat Patterson became the first Intercontinental Champion. A disgruntled Johnny Rodz made a pass at Fandango's mother, which caused his father to blind-side the former WWE South American Heavyweight Champion with a punch. Rodz would have no doubt killed Fandango's father if it weren't for security at the event, but Fandango saw the fire in his father that night -- both the dance and the fight.
It'd explain Fandango's entire presentation, and it would give him a real personal connection to the IC Title. It does make Fandango a couple of years older than he really is in kayfabe, but that would explain the maturity behind the character's style when he originally debuted, and only really adds intrigue to him, in my opinion.
