They shouldn't even be called rest holds. It's a pace-changing hold. It's about going from one part of the match to the next part. It's sort of like an act break but it's not done because either are gassed. It's not about rest it's about pace, tone and psychology. Vince Russo thinks they are a bad thing so they must be pretty great.
