As of around Thanksgiving, The Rock was no longer part of WWE's plans for WrestleMania 31. Rock is said to have a very busy movie and television schedule and the speculation is that his schedule will be too hectic for him to be factored into WrestleMania in any real capacity.
There was talk at one point of doing The Rock vs. Triple H at WrestleMania 31, however WWE is apparently going with the idea now that HHH will be working with Sting.

Triple H also confirmed it during today's NXT conference call. He wanted a longer match to help hype up the upcoming special, was furious she was losing, and didn't want her to just mimic Flair's routine.

It turns out that WWE wanted a number of ECW Originals in the match due to the show being held in Philadelphia. The idea was to use former ECW guys to get the match to 40 competitors. The idea of using former ECW guys was nixed and officials decided on going with the 30-man match.

It's no secret that Vince is the one who controls how WWE's talents are used and there's only so much they can do to get a push themselves.
