Maybe somebody on the losing team overcomes the odds and wins the Rumble despite having to start #1?
This works. Always thought that the Bragging Rights PPV/match could have delivered on something like this, also.

You could have a huge tournament for a shot at the title, either a one night PPV deal or spread it out over a month/6 weeks with qualifiers, etc. Throw in a deal where losing quarter-finalists fall into a Fatal Fourway at the next PPV for a shot at the US/IC title, or something similar.

That'd give you a World Title match with a well heated contender vs. the champ, a Fatal Fourway for a shot at one of the midcard titles, perhaps have losing semi-finalists get a shot at the US and IC titles on this show, or supplement the show with already established feuds over the midcard titles, etc.

The concept doesn't have to lead to Rumble. We don't need the Road To The Road To WrestleMania, but we do need something to make people sit up and take notice. If this period is seen as a "down period", at least try new things out, don't fill time with another Cena/Orton match.
