Makes no sense to have Angle back as a full-timer especially if they are still weary of his past problems and condition. Then again TNA did a poor job managing Angle's health over the years.
Either the WWE still doesn't trust giving him a lot of free time or maybe they've become soo delusional with the current lack of big star power they believe Angle's star status as a full-timer would solve a lot of their recent problems.
