It's more legit in a fighting game, honestly. Lag can really be a bitch in a peer-to-peer input lag system as most fighting games are. Me and Figgy tried to have a series in SF4 a month ago and we dealt with lag we haven't had to deal with in SFxT (rollback netcode). Granted he had some tech issues on his end, but it was really bad.

I don't think Training Stage environments improve things that much, though, since there's no reason the game would need to communicate background actions between each player; those canned effects and animations only need to be processed on your own box. Their pre-set switches dictate that I'll be looking at an NPC do something the same time you are, it's in the system. I mean; I still have laggy matches in Training Stages, and I have smooth matches in very active stages - so it might a myth sort of thing.

Last I checked I think my E.Ryu was at a C. Decapre should do great. The very few matches I had on ranked with her are 100% win rate. She's a keeper.
