I'm all about grapplers but I rarely get to fight them because no ones seemed to notice that the Shoto characters aren't the only choices.
I main Zangief but I've not really touched him in Ultra because I'm trying to get used to the new guys. At my best with Zangief, I was in the top 10 European players and top 30 in the world by SSFIV's online leaderboard which I know doesn't mean much but I like to use it as a rough gauge. I also had what may be the longest win streak in TPWW with 20 or 21 wins against 6 or so of the guys as I played Zangief. Super rusty by comparison now, though.

I don't think it's a lack of caring in the case of Ultra. I think it's a lack of money, isn't it? Capcom just can't afford to spend time on trials, a 100% new intro, new characters etc. That's the impression I was under.
