They covered that in the report (posting it later):
The system will not accept complaints from people who had no interaction with the 'defendant', and the system will also account for complaints stated versus actual in game actions. So ambiguous things like 'he's too good/not good enough' aren't a tally for suspensions/bans.
In fact the new system is one of the few things that came out kinda clear.
