No, it's supposed to be the other way around. A leaves the ring count starts. B leaves the ring count goes back to one. Say count is at 6. B enters the ring. A only has 4 seconds to get back in.
That's how it's always been. Even the games reflect that. I think that rule is only neglected overseas with the 20-count
