According to recent job postings, Rockstar is working on a brand new "cutting-edge" engine which will debut for next-gen platforms.
The company is currently hiring engine programmers with the purpose to develop an engine that can be flexible enough to work on a variety of systems which includes the current gen systems as well.

The job posting is for a “core engine programmer”, someone who will be tasked with working on multiple aspects of engine development, designing and implementing low- and mid-level systems, improving engine architecture and evolving an existing codebase, and diagnosing game performance and stability issues (and, in turn, helping to develop solutions to those problems).
“You need at least three years commercial games experience and a minimum of one published title on PS3 or Xbox 360 to demonstrate your skills,” the job posting reads. “This is an exciting opportunity to develop cutting-edge architectures and high performance systems for current and next-gen platforms.”
