Heyman offers something to Maddox in return Maddox calls some of his buddies from NXT to take out Ryback. End result is now a stable forms either lead by Maddox (Nexus-like but with Ryback as the initial target) or by Punk/Heyman as part of a "Heyman Guys" stable (with or without Lesnar's association).
Having Heyman be behind the attacks on the original Nexus would mean he was the original "higher power" talked about which wouldn't make sense since he wasn't even associated with the WWE at the time nor had any power to do so.

Regarding the last part of your statement, not to be a smart ass but they could play it up that he was planning all of this out way in advance.
I had totally forgotten the first part it makes total sense using that because I was thinking Maddox had to fit in somewhere
