The developer of Metro: Last Light, 4A Games, announces they have scrapped the game's multiplayer portion in order to concentrate more on developing and improving the quality of the single player campaign.

The decision was due to the studio unwilling to sacrifice the quality of the single player campaign nor delay the game in order to rush or shoe-in online multiplayer at the last moment possible. The reaction and feedback from the E3 demo played a big role in their decision according to a recent community posting by the studio.

Throughout the development of [Metro: Last Light], a small, dedicated team had been working on a number of multiplayer prototypes. After E3, we decided to fold this multiplayer team back into the main group and focus 100% of the studio’s resources on the single player campaign. As a result, Metro: Last Light will not ship with a multiplayer component.

Your response to our E3 demo made it very clear that although there was a lot of interest and intrigue around Metro’s multiplayer, the single player campaign is what the fanbase cares about the most.
While the game will not launch with an online multiplayer mode, the studio did say they might add it in later as DLC but only after they've completed all the work and plans for the game's single player campaign.
