According to Ryan Clark, the WWE has been "teasing" and punishing everyone that has spoken out from their frustrations recently. Assuming he's correct, Nataylia and Swagger are the most recent ones.

Vickie Guerrero’s line on RAW where she stated “Nobody on the WWE roster has the guts to speak up” was clearly a direct shot at mid-card talents not speaking up when asked to do so at a backstage meeting at RAW several weeks ago. WWE has been doing subtle shots in recent weeks at mid-card talents and their frustration.

It might be possible when Swagger said he had enough after the Ryback match that it could have been a legit reaction and not something to tease for storyline reasons.
