I can't say I mind Santino as champion since Santino is pretty great and capable of being pretty badass in the ring. I do hate the fact that they put no effort into actually using his MMA background or something to make him seem like he's a threat to any challengers to the title despite his silly character. Instead they're content in making it seem like he's a champ simply because the company has forgotten to have him defend it against anyone noteworthy.

I'm not bothered by Santino as champion either, I would just like to see the title defended more and have a story building around it. 
I like that we have Santino and Cesaro somewhat fighting over the title and that it's lead to a title match at SummerSlam.
In my perfect world, there would be more of a reason for them having the match other than what we have right now, which is "Cesaro has beaten Santino twice so he's got a title shot". It's good and basic and it does make sense, and I think the placement on the card as the pre-show is the right place for the match, as I don't think there is that much interest in it.
If there was a strong rivalry between the two guys, with them gaining victories over each other for about two months, then I'm sure it would be on the actual card on Sunday.
I would love to see Cesaro win on Sunday and bring back the European Championship in place of the United States Championship, but the title history would remain as him holding the US Title and not the European. It would gain him so much heat, along with him speaking all the European languages before his matches and him having the old fashioned and clichéd "I'm not from America, so I'm better than you" attitude.
Personally, I think it would be an interesting angle and it could introduce us to a somewhat more serious Santino, who could very well use his MMA background and surprise his opponents and the fans during his matches by using it.
