The chief director of the Tekken series, Katsuhiro Harada, recently ranted on Twitter over the constant complaints regarding voice acting in the Tekken series and games in general.
While he states people are too eager to label Namco as lazy if voices are reused or dumb if new voices are used for certain characters, Harada explains the reality is the final decision is solely up to those voice actors. If they refuse to work on a new game, then new voices have to be used. Even the idea of reusing voices from previous games still requires the permission of the actor or agency in order to be used.
He also got several complaints about people wanting the voices to sound more like the original games which is a lot less feasible with the current generation of consoles due to different programming, audio work, and other stuff not being as easily transferable as people assume.

Also, you are assuming the voice actors themselves can reproduce the voice the recorded 16 years ago? Many voice actors decline work because their voice has changed since the original role, some have even retired. Sometimes they won't accept, even if we ask.
Some might say "just pay them to reuse the voice data".
But, often the voice actors decline this, or their agency declines.

Even when Namco is able to reuse the same exact voice sampling or phrases such as Brian's laugh from Tekken 3 for the upcoming Tekken game, people still complained the voices sound too different.
He also states continually spamming him with demands for certain characters to be back never works when it involves promising to buy multiple copies of the same game. Even when those characters do reappear, he still gets constant spam because people either don't bother to read news releases stating those characters will appear, be pre-order bonuses, or as future DLC.
