Well it depends on how badly he dislocated it.

Generally, it can take up anywhere between two to four weeks for a dislocated elbow to heal.

So I think Barrett could JUST miss out on WrestleMania if his dislocation was bad, but if it wasn't, then he'll have to build up his match at WrestleMania, solely via promos and an arm in a sling.
