Yeah, this is what I had in mind:
The RAW and SmackDown! after WMXX, there will be a series of interbrand matches. The winner/s of the match gets to choose whether they want to jump to the other brand or steal the loser/s for their brand.
For example, The Rock vs. Brock Lesnar - if Rocky wins, he can either go to SmackDown! or Lesnar will be forced to jump to RAW.
I'm already kicking around ideas for who I want to move, and there will probably be tag and six-man matches to further shuffle things around. I want to see how people are doing closer to Mania, because I want to try to even things out. Right now, the top of the RAW card is stacked, while SD has an amazing midcard. Ideally, both brands would be balanced all the way through.
