Maybe Goldberg has always wanted to be a cheerleader. YOU DON'T KNOW!
Anyway, you probably wouldn't be able to job him to lower midcarders or anything, but you can at least use him to elevate guys into the main event by having them go over him in high profile feuds. His overness will still stay pretty high, and he won't be completely worthless. I'm sure he won't deny the job if his opponent is pretty popular as well.
