So why is Razor Ramon getting inducted, not Scott Hall?

It is really weird that they seem to be inducting the Razor Ramon gimmick itself as opposed to Scott Hall.

He was Razor for what 2-3 years?

4 years it turns out.

I guess maybe the figure he was more popular as Razor than as Scott? I don't know. Maybe they just want the character that they created being what he's remembered for.

So logically, this should mean that Kevin Nash will go in as Diesel.

That's what came into my head, it's not like they haven't acknowledged them as Hall/Nash on tv before, that's what they're known as everywhere else and all that's going to be shown on the network soon enough, not even the most successful part of either guys career.
