They might as well set it up so the midcard is the main event, and the midcard are new guys... Let people like Hardy, go in, and make himself a main eventer, so he's ready when he goes back to Raw/Smackdown, and let guys liek Bourne, Knox, Kofi, etc, build themselves up so they have a following when they move to the midcard of the big shows.

Think how much better off Punk is for his time in ECW, then he would have been if he would have debuted on Raw.
