This was well after the reign of Terror. This was about a month before Bats won the Rumble and turned on HHH.

This was 7 months after the terror ended with benoit winning at WM, and a few months after orton on the title and turned face before losing it to HHH.

I'd really rather not go into the whole thing about how Triple H's storylines with Shelton Benjamin, Eugene and Shawn Michaels overshadowed Benoit's reign (going so far as to have a HHH/HBK match headline a PPV over Benoit's Title defense) or how Triple H was instantly in the feud against Orton after Benoit lost the belt at SS, so I'll agree with you, yes, it was AFTER Triple H's reign of terror.
