They need one diva or stable to break out of the pack and become incredibly dominant. Not for like 2 weeks before another takes over... but for an extended period of time. Once you get one of them credible, you can use them to bring everyone else up to their level.

Should either bring in a Brock Lesnar-type badass diva who never loses or have Charlotte turn and form the Four Horsewomen to help her win the divas title and go on a streak where no one can get through the four of them to get the title off of her.
